This is available only on a police vehicle. The grappler gun will fire a tethered net at the suspect’s rear tire. This will tangle the tire up, and stop the vechile. If the grappler caught a hold of the axle but not the tire, then the police vehicle will be able to do a hard stop, and knock the wheel off of the car. While this will damage the car, it will be better than letting a potentially violent suspect to escape capture. Obviously, this feature is only available on N trim.
